What You'll Do

ESSENTIAL DUTIES AND RESPONSIBILITIES:

 

  • Manages the overall financial and compliance systems for the federal grants.
    • Grant programs currently include Senior Community Service Employment Program (SCSEP).
    • The Grant Accounting Manager is the in-house expert on federal grant financial reporting and compliance.
    • This position also assists the accounting department in reconciling accounts and managing all financial aspects of Easterseals Project Action Consulting.
  • Financial responsibilities for grants under this position’s supervision:
    • Assures that all invoices related to the grants under the position’s supervision are coded and approved appropriately
    • Reviews and analyzes the monthly financial statements and general ledger detail and other financial data for the federal grants.
    • In coordination with the Project Directors, assists with the development and management of the annual budget for the grants.
    • Tracks all budget accounts related to the federal grants and performs monthly comparison of actual program expenditures to budgeted program expenditures.
    • Responsible for monitoring time allocation reports for federal program staff related to project activities and specific account codes.
    • Responsible for accurately and timely submission of financial reports per federal grant requirements including but not limited to the quarterly and final Financial Status Reports.
    • Responsible for overseeing the requests for reimbursement from federal agencies for federal program costs, coordinating reimbursement to sub-grantees.
    • Works closely with the Easterseals Finance Department on all financial issues related to federal grants, including month end and financial reporting.
    • Communicates with the federal agencies and other related partners on issues related to policies, procedures, and other financial related areas.
    • Assists grant program Project Directors with budget preparation and year end projections, maintaining contract files, assisting with any finance related questions and ensuring that federal financial and administrative requirements are followed.
    • Directs and prepares all audit workpapers for the Single Audit including the Schedule of Federal Awards and other auditor requested items in coordination with the Controller. Responds to audit questions and queries and maintains all records for potential audits.
  • Compliance responsibilities include:
    • Oversight and coordination of all sub-grantee financial activity and federal compliance such as review of budgets during submission and throughout the year, ensuring actual program expenditures do not exceed budgeted amounts, review of monthly expenditures and reports ensuring compliance with 2 CFR 230, and maintenance of contracts.
    • Verifies that matching requirements are being met and verifies that federal limitations on cost classifications are being followed.
    • Responsible for further developing and implementing sub-recipient monitoring procedures using the OMB Uniform Guidance compliance supplement and performing a risk assessment at least annually. On-going monitoring procedures include:
      • Invoice review
      • Single Audit review and documentation of the review
      • Require a Fiscal Responsibility and OMB Uniform Guidance audit certification letter (required for all sub-awards)
        • Assures corrective action for audit findings are implemented on a timely basis.
        • Develops and provides training materials such that sub-recipients and participants do not have a record of chronic findings.
        • Alerts Controller and CFO if auditee is deemed “high risk.”
      • Require an anti-lobbying certification letter (required for all large sub-awards).
      • Phone and email monitoring interviews.
      • Require prior approval for certain activities.
      • Desktop audit review and regular limited scope audits at the affiliate location
        • Prepares a report for the sub-recipient noting findings.
        • Develops and provides training materials such that sub-recipients and participants do not have a record of chronic findings.
      • Review of written procedures and controls over federal compliance
  • Ensures that procedures are in place to minimize the time elapsed between transfer of funds by the federal agency and disbursement of the funds by the recipient.
  • Provides consulting, training, technical assistance, standardized forms, policies and procedures to all sub-grantees regarding federal regulations and financial procedures for successfully managing a federal grant program.
  • Must become familiar with programmatic nuances of each federal grant, providing financial expertise in discussions of programmatic outcomes.
  • Attends annual Project Directors national conference, providing facilitation for financial breakout sessions as required.
  • Attends monthly grant program and Easterseals Finance Department staff meetings, providing numerical and graphed data to national grant staff, to assist with monitoring fiscal spending and programmatic outcomes.
  • Assists the Project Directors with the coordination and management of the procurement, review, and contract process.
  • Maintains current working knowledge of federal as well as Easterseals guidelines pertaining to federal grant management.
  • Attends federal grant training as needed and as time/budget allows.
  • Initiates and completes special projects as required.
  • Understands and endorses the mission and values of Easterseals.

  • Assists with pricing of grant proposals and other grants as needed.
  • Performs other related duties as assigned or requested.
  • Supervise Grants accounting staff.

EDUCATION and/or EXPERIENCE:

  • · Bachelor’s Degree with concentration in accounting or equivalent work experience, CPA and/or MBA preferred.
  • · Experience (minimum of five years) specializing in not-for-profit accounting.
  • · Minimum of ten years of progressive accounting/finance experience.
  • · Knowledge in budget development and financial management preferred.
