Who You Are

The Project Controls Manager reports to the Program Director and is responsible for managing project controls, processes, and systems, for program management projects under a K-12 school bond program. The Project Controls Manager provides support in the management of program budgets and cost control functions including project funding, budgeting, scheduling, risk management, change management, estimating, tracking progress, forecasting, and earned value management. The selected candidate must also be able to single-handedly manage the office. This is an office job only.

What You'll Do

  • Assist program manager, project managers, and construction managers by leading project controls efforts on projects during initial planning, design, and construction.
  • Manage staff responsible for financials, procurement, schedule, estimating and document control for as many as 15-20 projects in various stages of design and/or construction.
  • Develop, refine, and implement cost control and document control procedures.
  • Provide support to track project progress and perform analysis of bottlenecks, trends, and critical path.
  • Produce and maintain detailed cash flow reports and earned value analysis.
  • Manage third party contracts and ensure compliance with specifications and terms.
  • Review and validate contractual compliance of project invoices.
  • Coordinate with teams to identify and mitigate schedule and budget overruns.
  • Coordinate construction activities with contractors, district staff, maintenance staff and other vendors.
  • Prepare regular reports on construction and related issues at assigned intervals.
  • Perform quantity take off and prepare estimates.
  • Schedule meetings and single-handedly manage the office.

What You Bring

  • Bachelor’s degree in Construction Management or Finance; or comparable proven experience.
  • 10 + years of relevant cost controls experience is preferred, 7 years minimum.
  • Certifications are not required but are highly desirable. Acceptable certifications include:
    • Certified Construction Manager (CCM)
    • Project Management Professional (PMP)
    • Society of American Value Engineers (SAVE)
    • Certified Cost Consultant /Certified Cost Engineer (CCC/CCE)
    • Registered Architect (RA)
  • Expert proficiency with Windows, Microsoft Excel and SharePoint.
  • Must possess strong math, science, analytical, and critical thinking skills.
  • Knowledge and understanding of construction processes and building science.
  • Understand established quality control programs for design and construction.
  • Must be detail oriented with excellent organizational and time management skills to handle multiple priorities.
  • Must be able to work independently, have good interpersonal skills, and work effectively as a member of a team.
  • Must be able to effectively function in high pressure situations under constrained time environments.
  • Must be able to analyze complex data and deliver articulate, clear, and concise messages in a compelling manner verbally and in writing.
  • Must be familiar with various Project Management software (ex. Owner Insite, PM Vitals, ProCore, Prolog, etc.)
  • Must have a working knowledge of Oracle dash boards.
