ACES is seeking a Planning, Programming, Budget, and Execution (PPBE) Analyst to assist the DoD CIO. Onsite Work requires ACTIVE TS/SCI CLEARANCE on 5 Year Contract in the Pentagon, Arlington, VA. This role necessitates a comprehensive understanding of the PPBE process. The candidate will be responsible for advising on DoD IT budgets, developing effective budget tracking processes, and navigating the intricacies of the Pentagon's POM/BES submissions. Furthermore, the position requires familiarity with the functions of Issue Teams and the significance of PDM/RMD in budgetary operations.

What You'll Do

• Analyze financial data related to operations, business performance, opportunities, and investments
• Consolidate complex technical program descriptions and strategy documents to distill information into simple language for official reports
• Support the PPBE process within DoD CIO by reviewing Service and Agency budget submissions
• Correlate the POM and BES submissions to strategy requirements within DoD CIO
• Work closely with service and agency officials to collect budget data on specific program elements
• Support the creation of an annual budget certification report for the DoD CIO
• Support the creation of CAPE Issue Nominations as part of the annual Program Budget Review process
• Support the writing of annual programming guidance for Service and Agency budget planning.
• Support DoD communications and information technology policy initiatives by leveraging knowledge of the Joint Capability Integration and Development System (JCIDS) process, Defense Acquisition System (DAS), Planning, Programming, Budgeting, and Execution (PPBE), and other related formal decision and staffing processes within the DoD.

What You Bring

•Clearance: Active TS/SCI
• Education/Experience: Master’s degree in field related to tasking and 12 years of relevant experience or bachelor’s degree in field related to tasking with 14 Years of Relevant experience
• Technical: Understands current DoD budgetary principles and their associated operational impact. Familiar with DoD and MILDEP Program Objective Memorandum (POM) submission processes. Experience working with budget databases to include DoD Resources, DoD Resource Data Warehouse (DRDW), Select and Native Programming - Information Technology (SNAP-IT), DoD Information Technology Investment Portfolio (DITIP), and Program Resources Collection Process (PRCP). Experience researching and writing DoD Appropriations and budget documents. Experience planning and programming RDT&E, Procurement, and O&M funding at the OSD level
