Fulfill proudly works with a network of nearly 300 partners, including soup kitchens, food pantries and shelters, to provide 1.2 million meals per month to more than 100,000 families, children, seniors and veterans. Who You Are

The ideal candidate for this newly created role will be grounded in foundational HR skills and knowledge, while focused on the people-centered aspects of HR — strengthening our workplace culture, designing and implementing staff development initiatives, and helping Fulfill grow as a values-based, high-performing organization. With a PEO managing day-to-day HR operations (e.g., payroll, benefits, compliance, recruitment), this role leads our internal HR strategy and serves as the architect of a workplace where people grow, thrive, and feel connected to our mission: Hunger Won’t Win Here.

As a food bank, Fulfill’s team comprises a wide variety of professional backgrounds — from warehouse staff, truck drivers, and chefs, to fundraisers, analysts, and program managers. This position plays a vital role in supporting all team members through practices that are inclusive and responsive — not one-size-fits-all.

This role is also tightly aligned with Fulfill’s strategic plan, which emphasizes data-informed decision-making, input from those closest to the work, and a culture of continuous learning and improvement.

What You'll Do

Organizational & Staff Development

  • Design and facilitate the delivery of development programs that are adaptive to the wide range of roles and experiences across the organization — from frontline operations to administrative and strategic functions.
  • Build staff competencies aligned with Fulfill’s strategic priorities, including data-informed decision-making, inclusive feedback practices, and a growth mindset.
  • Collaborate with leadership to assess team needs, design career pathways, and provide tools for ongoing learning and advancement.
  • Facilitate team-building, cross-training, and leadership development initiatives.
  • Identify and partner with providers of training and developmental support to strengthen organizational design, team effectiveness, and change readiness.
  • Lead or support organizational assessments and learning opportunities that build shared capacity for improvement.
  • Align internal development work with Fulfill’s mission, values, and strategic plan.

PEO Partnership & Compliance Oversight

  • Serve as Fulfill’s internal HR point of contact and liaison to the PEO for services like payroll, benefits, time tracking, and leave administration.
  • Ensure that internal practices align with compliance requirements managed through the PEO.
  • Maintain appropriate HR documentation and records; assist with policy development and updates as needed.

Culture & Engagement

  • Lead initiatives to foster a positive, inclusive, and mission-aligned workplace culture.
  • Develop and implement strategies that enhance employee engagement, recognition, communication, and morale.
  • Create regular opportunities for staff voice, feedback, and participation in organizational development.

Performance Management & Coaching

  • Oversee and evolve the performance management process to support clarity, accountability, and growth.
  • Support managers in giving feedback, setting goals, and coaching staff for success.
  • Ensure performance conversations reflect the diversity of staff experiences and roles.

What You Bring

Education & Experience

  • Minimum of 5 years of progressive HR experience with a focus on staff development, organizational development, or learning & engagement.
  • Experience working with or within organizations with non-homogeneous workforces strongly preferred.
  • Prior experience coordinating with or managing a relationship with a PEO is a plus.
  • SHRM-SCP, SHRM-CP, or similar certification preferred.

Skills & Competencies

  • Strong facilitation, coaching, and interpersonal communication skills.
  • Demonstrated ability to develop and implement people strategies in organizations with a wide range of professional backgrounds and job functions.
  • Deep understanding of employee engagement, performance management, adult learning, and inclusive HR practices.
  • Proactive, inclusive, and collaborative approach to change and growth.
  • Excellent written communication, documentation, and presentation skills.
  • Proficiency with Microsoft Office and comfort with digital learning or HR tools.
  • Ability to work on-site and travel between Fulfill’s Neptune and Toms River locations.

What We Offer

Position Salary:

85k-120k

NJ passed a Pay Transparency Law which requires NJ based hiring to include a compensation range on each job posting. This compensation range is presented in good faith for candidates that are hired in these roles will be presented a salary within the range stated on the job posting.
