The Field Program Coordinator (FPC) oversees the daily operations and performance of all directly operated Easterseals SCSEP locations, ensuring consistent implementation of program standards, compliance with Department of Labor (DOL) regulations, and achievement of performance outcomes across sites.
Reporting to the Assistant National Director of SCSEP, the FPC provides direct supervision,
leadership, and technical assistance to Participant Advancement & Support Specialists (PASS),
Project Support Specialists (PSS), and contracted staff.
This position is currently responsible for managing and supporting Chicago and Ohio SCSEP
operations, with oversight expanding as additional sites are brought under direct Easterseals
operation. The FPC ensures high-quality service delivery to participants, host agencies, and community partners while maintaining full compliance with 2 CFR 200, 20 CFR 641, and relevant TEGLs.
Program Leadership & Supervision
• Provide direct supervision and guidance to site-level PASS, PSS, and contracted staff to ensure effective program implementation and compliance.
• Conduct regular supervision meetings, performance reviews, and coaching sessions to enhance staff competency and accountability.
• Develop and implement staff training plans focused on SCSEP regulations, performance management, and participant-centered approaches.
• Promote consistent program standards across all Easterseals SCSEP sites, fostering collaboration and knowledge sharing.
• Manage staffing assignments and workload distribution to ensure operational efficiency and timely completion of deliverables.
Program Implementation & Oversight
• Oversee SCSEP operations for all directly operated Easterseals sites, currently including Chicago and Ohio, ensuring full adherence to federal, state, and organizational policies.
• Ensure participant activities—including eligibility determination, IEPs, host agency placement, and employment transitions—are executed with accuracy and timeliness.
• Review and approve participant actions, host agency agreements, and program documentation prepared by site-level staff.
• Support the development and maintenance of host agency partnerships and employment opportunities aligned with participant goals.
• Oversee data entry and quality control processes in Salesforce, GPMS, and WIPS, ensuring data accuracy for reporting and audit readiness.
Performance Management & Reporting
• Monitor site-level progress toward grant performance indicators, including enrollment, community service hours, employment placements, and retention outcomes.
• Analyze data and trends to identify strengths, risks, and areas for improvement; implement corrective action plans as needed.
• Prepare and submit regional performance summaries and narrative reports for review by the Assistant National Director.
• Participate in quarterly monitoring, internal audits, and federal validation reviews to ensure compliance and performance integrity.
• Utilize performance dashboards and tracking tools to guide site teams toward achieving SCSEP goals.
Compliance & Quality Assurance
• Ensure all operations meet Uniform Guidance (2 CFR 200), SCSEP grant, and Easterseals program compliance requirements.
• Review participant and host agency files for completeness, documentation quality, and adherence to policy.
• Oversee the timely resolution of compliance findings or corrective actions identified during internal or external monitoring.
• Maintain a culture of continuous improvement in documentation, reporting, and operational processes.
Partnership & Community Relations
• Represent Easterseals SCSEP at local and regional workforce events, conferences, and partner meetings.
• Develop and strengthen relationships with host agencies, employers, workforce boards, and training providers to expand community engagement and employment opportunities.
• Promote Easterseals’ mission and SCSEP objectives through collaborative partnerships and outreach efforts
Qualifications Required:
• Minimum 3–5 years of supervisory experience in workforce development, aging services, or federally funded programs.
• Strong knowledge of SCSEP, WIOA, or other DOL-funded program regulations and operations.
• Demonstrated experience in performance management, compliance monitoring, and staff development.
• Proficiency with Salesforce, Excel, and data systems used for program management and reporting.
• Excellent written, analytical, and communication skills.
• Ability to travel to assigned program sites (e.g., Chicago, Ohio, and future direct operations).
Qualifications Preferred:
• Prior experience with Easterseals or national-level SCSEP operations.
• Knowledge of grant accounting principles and familiarity with 2 CFR 200 fiscal requirements.
• Experience leading multi-site teams in a hybrid or virtual work environment. Knowledge, Skills, and Abilities (KSAs)
• Knowledge of SCSEP regulations and performance measures, including CFR 641, TEGLs, and participant eligibility standards.
• Knowledge of workforce development practices, job readiness training, and employment placement strategies.
• Skill in supervision and staff development, including coaching, mentoring, and performance management.
• Skill in data-driven decision making, utilizing performance metrics and dashboards for strategic oversight.
• Skill in compliance management, audit preparation, and documentation quality assurance.

Salary Rage: $70,000-$75,000 annually.
Work Schedule and Compensation:
• Full-Time: 37.5–40 hours per week
